The new constitution of Albania dating back to the 18th of November 1998 states the introduction of the multi-party system in Albania. The head of state is also the supreme commander of the army and is elected by the parliament for a five-year term. The parliament is also responsible for legislation (moot with 140 delegates). The parliament is elected for a four-year term.

The government of Albania is appointed by the president and is sworn in by the parliament. A large problem for Albanian society is the high rate of gang crime and the mistrust of the population toward the stability of the law.

Particularly in the Northern parts of the country "pater familias" are still operating according to the kanun of the Leké Dukagjini and the old common law, and furthermore vendettas are still prevalent.
